Coming Soon in Clayton

With a plethora of new building projects on the horizon, 2016 is a very exciting time to living or working in Clayton. Headlining this abundance of new building projects, is the $778.1 million dollar project proposed by Centene.

In total, the project is anticipated to include over 1.5 million square feet of office space, over 40 thousand square feet of retail space, 120 luxury apartments, and a auditorium that will be able to host a multitude of different corporate events. Thus this project will bring more commerce and business to the already booming economy of downtown Clayton.

Clayco CEO and Chairman, Bob Clark, outlined a large-scale project that would include four phases. The first phase will include a 28 story high rise building on the corner of Hanley and Forsyth with loads of office space throughout. There will also be a state-of-the-art skybridge connecting this new building with the current Centene building. The Second phase will stretch along a block of Forsyth and will include retail shops on the ground floor with highly luxurious apartments up above. The third proposed phase, located just east of the Ritz, has two parts. The first part is a large civic auditorium able to be used for a large variety of corporate events. The second part is a multi-use tower, extending 21 stories upwards. This tower will contain both office space and corporate lodging. Plans for the fourth and final phase were kept under wraps until very recently. This phase, designed in a contemporary style to compliment the existing Centene building, will include over 500 thousand square feet of office space with retail stores spanning the bottom floors

 

While the new Centene building provides an exciting new addition to the urban landscape of Clayton, there are also gorgeous new changes planned to enhance the lovely green area of Shaw Park.

Right off the bat, you will be able to see these new changes as you enter Shaw Park through the north Chapman Plaza entrance. A large circular fountain with cascading water down the sides will greet you as soon as you enter the park. After that, a short path next to a flowing stream of water will lead you through the luscious green areas of the park, finally ending up at a large reflecting pond. There are also other proposed changes on the eastern side of the park including a new eastern entrance and an area called “Century Garden.”

However not all building projects here in Clayton are going off without a hitch. For example, the request to rezone the Harris Armstrong Home Site and construct a new townhome was shutdown before it even reached the Clayton Board of Alderman.

The Armstrong building currently has been vacant for the past couple years and is currently under demolition. Having been vacant, the home became quite run down with water damage spread throughout the home.

But despite this, the neighbors do not want a large townhome popping up in their single-family home residential area.

City of Clayton Settles Suit- 212 S. Meramec

The Clayton Board of Aldermen on May 20 approved a settlement agreement in a lawsuit over a proposed redevelopment project in downtown Clayton.

The board approved the settlement 5-0 at a special meeting. The suit, filed by several Clayton residents, raised issues with a project at 212 S. Meramec Ave. Residents, mainly from the nearby Park Tower building, attempted to place the fate of the proposed 26-story tower project in the hands of voters, but had their signature petitions rejected by the city.

A St. Louis County Circuit Court judge ruled that the city had acted properly in denying the petitions, and that decision was later upheld by an appeals court. Plaintiffs then turned to the Missouri Supreme Court, which took up the case on May 3.

“In order to avoid risk and uncertainty associated with protracted appeals, discussions were initiated concerning a possible settlement of the dispute in a manner that would allow the project to proceed,” according to a statement from City Manager Craig Owens to the mayor and board of aldermen.

Under the terms of the settlement, the 50 percent property tax abatement that the board originally approved will be reduced to 20 percent. The developer will turn off any exterior lights on the building above the first floor every night at 10 p.m., excluding beacons required for aircraft. The developer must pay the appellant $500,000 for expenses related to the legal agreement and pay $500,000 to the Park Tower Condo Association.

Additionally, a high definition video camera will be installed on top of the 212 Meramec building facing east. Residents of the Park Tower building will be allowed access to the feed, in order to maintain their views of the Gateway Arch.

“Our settlement in this case was the product of a lot of hard work and perseverance by my co-plaintiffs and legal counsel, against constant opposition by the city,” said Dan Phillips, one of the residents who initially filed the suit in 2014.

“Although I am completely against the use of tax abatements for private development, we sued simply because the city denied us access to the ballot,” he said.

Clayton Mayor Harold Sanger released a statement concerning the settlement.

“We are glad that all parties were able to come to a reasonable agreement without delaying the project or putting the issue to a costly and unwarranted public vote … 212 Meramec is now one of many new developments planned for downtown Clayton that will bring more jobs, more housing options, new office space and investments in our community.”

The project was initially proposed by GTE Properties, LLC, but was later acquired by WORP/CA Clayton LLC. Plans call for approximately 250 living units, first floor retail and underground parking.

Herbie’s Vintage ’72 Moving to Cardwell’s in Clayton This Fall!

We just had lunch at Cardwell’s for Blake’s birthday and then not 5 days later this was announced! I guess it may have been our last time visiting Cardwell’s in Clayton. We hope that something wonderful will replace Herbie’s old spot in the Central West End. Though, I look forward to enjoying Herbie’s yummy creations at their new Clayton location!

“Herbie’s Vintage ’72 is moving from one storied spot to another. This fall, it will leave the former Café Balaban space in the Central West End to reopen in Cardwell’s in Clayton’s longtime location, at the southwest corner of Brentwood and Maryland.

Herbie’s will keep its vintage name and vibe, one reason the space in Clayton, with its mahogany-lined walls and French doors, appealed to Herbie’s chef-owner Aaron Teitelbaum. “I happened to go into Cardwell’s in Clayton one day for lunch,” he says, “and I was like, ‘Wow, this place just screams Herbie’s.’”

Like Herbie’s, the idea had history: In 2008, after making a name for himself at Monarch in Maplewood, Teitelbaum had looked at the Cardwell’s in Clayton space. At the time, however, Cardwell’s owners Rich and Debbie Gorczyca weren’t ready to make a change. So Teitelbaum instead opened Herbie’s Vintage ’72 in the Central West End, paying homage to Herb Balaban Carp, the late, legendary owner of the former Café Balaban space at 405 N. Euclid.

With Herbie’s lease in the CWE running up this fall, Teitelbaum recently inquired at Cardwell’s in Clayton again. “He waited eight years and came back,” laughs Gorczyca. “We’ve contemplated it for a little bit, but we had to wait until the right thing came along.

“It’s really a nice arrangement,” adds Gorczyca, who will continue to oversee Cardwell’s in Clayton through early October and has private events booked through fall. “The one thing that helped in my decision is that Aaron, God bless him, is going to offer my staff positions.” (SLM wrote about that dedicated staff years ago, in a feature highlighting St. Louis workplaces.)

“The restaurant business is a young man’s game, and he’s a young man,” says Gorczyca, who turns 67 in October. “He reminds me… I was about his age when I opened Cardwell’s.” That was in 1987, when Gorczyca and renowned chef Bill Cardwell opened the Clayton staple, after working together at the Fedora Café in Union Station. (Cardwell, of course, opened another eponymous location at Plaza Frontenac in 1994 and sold the Clayton restaurant in 1997.)”

From the Cardwell’s website… “Opened in 1987, Cardwell’s in Clayton was the first to excite the local restaurant scene. Its creative cuisine prepared by nationally recognized chefs continues to make it a St. Louis classic.” As of now I haven’t heard of the restaurant moving, so sadly this may be the end!
